HKMA Launches Project SAGE to Explore AI-Agent Finance and Governance
The HKMA launched Project SAGE on November 2, with an expert group to explore agentic finance, identity, interoperability and governance. This is not a retail product launch.
The Hong Kong Monetary Authority launched Project SAGE on November 2 to support responsible development of agentic finance. It also established an expert group spanning financial institutions, technology providers, professional services and academia. The initiative concerns exploration and validation, rather than announcing a ready-to-use autonomous payment product.

Four work areas
SAGE covers use-case development, agent identity and delegated authority, interoperability standards, and legal and regulatory issues such as liability and consumer protection. Potential uses include everyday payments, business procurement and treasury management, and machine-to-machine payments for digital services. These are areas to explore, not evidence that every service is already deployed or approved.
OrangeX.com Analysis
Our assessment is that identifying an AI agent is only one part of financial control. Institutions also need clear boundaries on delegated actions and responsibility when an action goes wrong. Practical trials and governance details will matter more than the launch label when judging whether agentic finance can be used reliably.
