OCC Stablecoin Final Rule Takes Effect January 18, 2027; Applications Not Yet Open
The October 21 GENIUS Act rule covers issuers under OCC jurisdiction. Application intake awaits OMB approval; financial-crime provisions follow a separate rulemaking.
The OCC’s October 21 final rule implementing the GENIUS Act for payment stablecoin issuance and related activities under its jurisdiction takes effect January 18, 2027. The official records were rechecked October 27. Follow OrangeX.com Industry News.
Final rule and application intake are separate
The framework covers reserve assets, redemption, risk management, audits and supervision, alongside certain custody activities. Bank Secrecy Act, anti-money-laundering and sanctions provisions will be addressed in a separate rulemaking coordinated with the Treasury Department.
As checked October 27, the OCC implementation page says issuer applications and waiver requests are not yet being accepted. Intake will begin after final Office of Management and Budget (OMB) approval of the related information collection. More reporting: OrangeX.com News.
OrangeX.com Analysis
A final rule with a future effective date is not automatic issuer authorization or proof that applications are open. Readers should track the official intake announcement and each issuer’s reserve, redemption and supervisory disclosures. The rule does not by itself guarantee any token’s peg or investment return.
