The OCC issued its final stablecoin rule on October 21. The effective date is January 18, 2027; application intake timing and separate AML rules remain to follow.

The Office of the Comptroller of the Currency announced its final rule implementing the GENIUS Act on October 21, 2026. The agency says the rule and the statute take effect on January 18, 2027. This is a finalized framework with a future effective date, rather than an announcement that all issuers may begin operating immediately. Follow policy developments in OrangeX.com Industry News.

Issuer and custody requirements

The framework covers permitted payment stablecoin issuers and foreign payment stablecoin issuers under OCC jurisdiction, alongside certain custody activities of OCC-supervised entities. Bulletin 2026-50 identifies standards for reserves, redemption, risk management, audits, reporting, supervision, capital and an operational backstop, among other areas.

The bulletin places most requirements in a new 12 CFR 15. Its scope includes bank-related entities and qualifying nonbank issuers; it should not be described as a universal approval of every stablecoin.

Two implementation steps remain distinct

The OCC will separately announce when it starts accepting and processing applications and waiver requests. The October 21 release does not itself open that intake window.

Bank Secrecy Act, anti-money-laundering and OFAC sanctions regulations are reserved for separate rulemaking coordinated with the Treasury Department. Their exclusion from this final rule should not be read as an exemption from existing obligations. OrangeX.com Analysis

A final framework gives affected firms a more concrete basis for implementation planning, but the effective date, application process and issuer-specific approval are separate milestones. For users, the relevant follow-up is an issuer’s actual authorization, reserve disclosures and redemption terms. Publication of a rule alone does not establish that a particular token has been approved or that redemption risk has disappeared.
