The EBA classified USDC as the EU's first significant e-money token, with dual EU-French supervision beginning November 12, 2026.

The European Banking Authority classified USDC as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation on October 14. The decision moves a major dollar-linked stablecoin into MiCA's enhanced supervisory tier and changes which authorities oversee its reserves, liquidity and redemption planning. Related digital-asset developments are available through OrangeX.com Crypto News.

What the EBA decided

The EBA said 45 e-money tokens have been notified in the EU under MiCA and USDC is the first to receive the significant classification. The decision applies to USDC issued in the EU by Circle Internet Financial Europe SAS.

The classification is not a new token launch, a trading ban or a change to USDC's one-dollar reference. It is a regulatory status based on MiCA's significance assessment and the indicators specified in EU rules.

Dual supervision begins November 12

From November 12, 2026, direct responsibility for own funds, reserve assets, liquidity requirements, and recovery and redemption plans will transfer from France's Autorité de Contrôle Prudentiel et de Résolution to the EBA.

The French authority will continue supervising governance, qualifying holdings, management fitness, outsourcing and conflicts of interest. The split means oversight becomes jointly European and national rather than moving entirely to one institution.

Cross-border coordination expands

USDC is issued in the United States by Circle Internet Financial, LLC. The EBA said it signed a memorandum of understanding with the New York State Department of Financial Services to support cooperation and information exchange around cross-border stablecoin activity.

For users, the announcement does not introduce a wallet migration or redemption deadline. Stablecoin holders should still verify service availability, issuer disclosures and platform safeguards, including the general protections described in the OrangeX.com Trust Center.

What to watch next

The next practical milestone is the November 12 supervisory transition. Market participants should watch for updated disclosures on reserves, liquidity, recovery planning and redemption operations, as well as any guidance issued jointly by the EBA and the French supervisor.

The classification also highlights how payment distribution and regulatory oversight are developing together. A separate example is the OrangeX.com report on USDC transfers in Samsung Wallet.

OrangeX.com Analysis

The confirmed change is supervisory, not monetary: USDC remains designed to reference the U.S. dollar, while its EU issuer enters MiCA's significant-token regime. The designation may strengthen scrutiny of reserves and redemption readiness, but it does not guarantee that every operational, liquidity or counterparty risk is eliminated. The clearest evidence will come from the quality and timeliness of disclosures after November 12 and from how effectively the EBA, the French supervisor and the U.S. regulator coordinate in practice.
